Elite Developments and the City of Niagara Falls Break Ground on Parkline Apartments

Elite Developments, in partnership with the City of Niagara Falls, proudly celebrated the official groundbreaking of Parkline Apartments, a new purpose-built rental community located at 4500 Park Street in the heart of downtown Niagara Falls.

Parkline Apartments is a 362-unit, 10-storey rental development that will deliver a mix of housing options designed to meet the evolving needs of the community. With 20% of the building dedicated to affordable and attainable units, the project reinforces a shared commitment to increasing access to high-quality, well-located rental housing.

The project represents a landmark partnership between Elite Developments and the City of Niagara Falls. As a 40 per cent shareholder, the City contributed the land as part of a forward-thinking business arrangement designed to create long-term value for taxpayers while accelerating much-needed housing supply.

The groundbreaking event featured remarks from Mayor Jim Diodati, City Chief Administrative Officer Jason Burgess, and Hamid Hakimi, Chief Executive Officer of Elite Developments. The ceremony concluded with an official ground turning attended by representatives from the City, Elite Developments, Brooklyn Construction, and community partners.

“Niagara Falls has set a standard - you’re showing the province what can be achieved when the goal is shared and the process is driven by teamwork,” said Hamid Hakimi, Chief Executive Officer, Elite Developments. “This development represents progress, collaboration, and shared purpose. Our hope is that Parkline Apartments becomes a flagship example for other municipalities, demonstrating what is possible when public and private sectors work hand in hand.”

Located steps from regional transit and surrounded by local businesses, Parkline Apartments is positioned to bring new energy to the downtown core. The development will contribute over 300 much-needed rental units, supporting both housing demand and local economic activity.

“This is the kind of partnership that strengthens our city,” said Jason Burgess, Chief Administrative Officer, City of Niagara Falls. “By contributing the land and working collaboratively with Elite Developments, we’re delivering a project that adds affordable and attainable housing, supports local employers, and creates long-term financial value for our residents.”

Mayor Jim Diodati highlighted the impact on the city’s downtown and broader housing strategy. “This is a wonderful addition for downtown Niagara Falls. These new residents will support local cafés, restaurants, salons, and shops - helping to create the lively, connected community we’ve been working toward.”

Construction activity is expected to ramp up in March 2026, with completion targeted approximately three years thereafter. The project is being built by Brooklyn Construction Ltd., the construction arm of Elite Developments.
